Abstract
The Mumias District Development Plan emphasizes the significance of district-level planning in rural areas, particularly considering the increasing availability of resources at the devolved levels. The ongoing review of the main strategy aims to ensure a constituency focus, fostering an effective bottom-up public service delivery system. In alignment with previous plans, the National Integrated Monitoring and Evaluation System is being extended to the sub-national level, promoting active and comprehensive participation of communities and stakeholders throughout the entire project planning process, from initiation to feedback. This necessitates the enhancement and sustainability of capacity building initiatives at both national and sub-national levels, supporting participatory planning and development. Plans are underway to revamp the District Information Management Systems across all districts, facilitating the establishment of dynamic District Information and Documentation Centres.
