In fulfillment of this mandate, the Commission has since the enactment of the Kenya Constitution 2010 undertaken evaluation exercises in the Public Service on Compliance with the public service values and principles and submitted nine reports containing crosscutting and institution-specific recommendations for action by public organizations. A review of the participation rate shows that a number of institutions have over the years failed to participate in the evaluation exercise, with the implementation status of submitted reports from 2013 to 2019 reflecting non-compliance of a significant number of Ministries, Departments and Agencies (MDAs). Box 30095 - 00100, Nairobi Kenya The purpose of this Circular is to bring to your attention that: • Participation in the annual Values and Principles evaluation exercise is a critical constitutional requirement which requires mandatory compliance by all the public institutions under the jurisdiction of the Public Service Commission; • Henceforth, the Commission will not schedule in its agenda institutions that are non­ compliant with the stated Constitutional and Statutory instruments relative to the - mandate of the Public Service Commission. e The applicable penalties will be activated. � A.
