Abstract/ Overview
This County Fiscal Strategy Paper (CFSP) 2018 sets out the County Executive's priority programs and sub programmes to be implemented under the Medium Term Expenditure Framework (MTEF). As provided by legislation, the CFSP takes into account national policies and priorities as espoused by the national Budget Policy Statement (BPS). The 2018 Budget Policy Statement (BPS), sets out priority programs and reforms to be implemented over the next five years (2018 – 2022). The programs and policies herein reflect the concerns of Kenyans and are anchored under the Medium Term Plan III of the Kenya Vision 2030. These priority programs will build on the achievements realized under the Economic Transformation Agenda, which has been under implementation since 2014. The expenditure priorities in the sector ceilings in this BPS have been realigned to “The Big Four” Plan. In this regard, the targeted expenditures will prioritize employment creation, youth empowerment, supporting manufacturing activities, enhancing health coverage, improving food security and enhancing living conditions through affordable housing. The allocations to other critical sectors such as education, infrastructure, energy and social protection will remain protected so as to achieve the targeted objectives.
