dc.description.abstractThe need for this sessional paper arises from the Government's recognition that besides it being the primary provider of basic services, the NGOs have emerged and are greatly complementing its efforts. The non-governmental Organisations are increasingly being recognized by governments everywhere as potent forces for social and economic development, important partners in national development, and valuable agents in promoting the qualitative and quantitative development of the GDP. This sessional paper recognizes that the success of socio economic and democratic governance transformation strategies pursued by the government at present and in the future is to a large extent, dependent on the performance of civil societies as a sector and as an accelerator. The NGO sector policy provides a framework for the regulation and facilitation of NGOs activities in Kenya in a manner that is efficient, effective and transparent and which recognizes the dynamism of the sector and the need to constantly ensure relevance. It also provides a basis for a participatory monitoring of the sector and generation of adequate and quality data on the contribution of the sector to national development and on how best, the sector can be further supported to ensure the best possible impact.en_US
