dc.description.abstract | A White paper prepared by a committee appointed by the Governor to facilitate the change of user from agricultural to residential, commercial and industrial user with the following terms of reference: To consider and report whether the existing formula whereby the crown assesses the rent on residential plots at 3% and industrial plots at 1% on the difference between the residential or industrial value of the plot on the one hand, and the agricultural value plus development charges on the other, is wholly appropriate and if not, to submit alternative proposals; To consider and report what items may properly be included in development charges.
