dc.description.abstract | The 8th District Development Plan (DDP) for the period 2008-2012 was prepared by the District Planning and Monitoring Unit in close collaboration with members of the various ·Sector Working Groups (SWGs). Considerable effort was made by members of the District Sector Working Groups (DSWGs) with produced sectors draft plans that formed the basis for this final document. The office. of the District Commissioner and the District Development-Committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory consultations among a cross-section of stakeholders undertaken in each of the 148 districts as at October 2008: Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs.
In each- of the district’s consultations were conducted at the constituency as well as at the district levels. The plans have been prepared in the backdrop of the Kenya Vision 2030, the First Medium Term Plan 2008-2012 and in line with the Millennium Development Goals. The theme of the Plan emphasizes progress towards attainment of "A Globally Competitive and Prosperous Kenya" and an underlying awareness of the rapid changes taking place in the global environment. The DDP articulates medium term policies and objectives which are further translated into short term strategies, programmes and projects to be implemented under the Medium-Term Expenditure Framework (MTEF). The latter is · part of the financial reforms to strengthen financial discipline, accountability and efficiency and effective delivery of services to the people.
