dc.description.abstract | This Condom Policy and Strategy is the product of a review of key policy and strategy documents and interviews with stakeholders at the national, provincial and district levels. Policy and strategy gaps were identified in the areas of overall co-ordination, demand creation, supply and distribution of condoms, as well as meeting the cost of condoms by users and financing them. It is evident that there is need for a clear and unambiguous national condom policy and strategy. The following four principles therefore guide the new policy and strategy: HIV/AIDS control should be based on behaviors that recognize risks and avoid exposure, Protective methods should be made available and accessible at affordable prices to people exposed to or at risk of STIs/HIV infection and unwanted pregnancy, Government policy should be founded on the long-term goal of achieving sustainability in reproductive health services and condom supply and distribution, Government should gradually phase-in fee-for-service for condoms in an equitable manner.... | en_US |
