dc.description.abstractThe Kakamega County Fiscal Strategy Paper (CFSP 2019) is prepared as provided under section 117 of PFM Act of 2012. It sets out the county priority programmes to be implemented during the financial year 2019/2020 and over the MTEF period. Preparation of this document has been done through collaborated effort and therefore reflects the needs of people of Kakamega County. The document has been aligned to key National and County policy documents which include Kenya Vision 2030, MTP 2018-2022, Kakamega County Integrated Development Plan (CIDP 2018-2022) and Kakamega County Annual Development Plan (CADP 2019/2020). The County has continued to record positive economic development as a result of improved infrastructure, revitalized agricultural sector and the significant investments in other sectors including health, education and trade. To continue with this development pace, the focus of 2019/2020 will be geared towards achieving the County Vision. Pursuing this agenda will have long term impact of job creation and improved incomes from the vibrant economic activities in the County. Despite the tremendous progress made, the County is still faced with several challenges that hold it from achieving its full potential. These challenges include inadequate financial resources, high unemployment rates, and political related issues. Strategies and measures to address these challenges have been captured in this document. To achieve the County vision and the broad economic transformation, the County will focus on five core areas which are aligned to the Big four agenda as outlined below...en_US
