Abstract/ Overview
The County Monitoring and Evaluation Policy articulates the County Government of Meru’s commitment to accountability for development results; defines mechanisms for measuring the efficiency and effectiveness of public policies, programmes and projects; provides channels for policy implementation feedback hence efficient allocation of resources. It also sets the basis for a transparent process by which the citizenry and other development stakeholders can undertake a shared appraisal of results and outlines the principle for a strong M&E system as an important instrument for driving the achievements of programmes underpinning the Kenya Vision 2030 as implemented through the Medium Term Plans (MTPs), the Meru County Integrated Development Plan (CIDP) and other county plans. The policy articulates the Meru County Government’s commitment to promote participation and inclusiveness by public sector institutions, civil society, the private sector and development partners in Monitoring and Evaluation of County development programmes and projects from the village level up to the county level. In addition, the policy outlines the roles and responsibilities of the various stakeholders involved in implementation of programmes and projects within Meru County by bringing together the producers and users of information to ensure a coherent system.
