Abstract/ Overview
The 2023/2024 Budget allocates resources to specific interventions aimed at achieving the County Blue Print of Economic vibrancy and prosperity. The County priority programmes and objectives as outlined in the County Integrated Development Plan 2023 – 2027 have been taken into consideration over the Medium-Term Expenditure Framework period 2023/24 – 2025/26 to focus on infrastructure development, employment creation and improving service delivery. Despite the economic challenges resulting unmet revenue targets at both level of Governments, the County Government is committed to a sound fiscal framework. In preparing the budget, the County Executive has used expenditure ceiling approach as a fiscal control mechanism, as provided in the PFM Act of 2012. To achieve this fiscal discipline, the expenditure level has been reasonably set and further revenue enhancement measures put in place. The Budget estimates for FY 2023/2024 are KES 17.68 Billion, which is an increase of 14.82 per cent from the FY 2022/2023 approved budget. During consultations in the budget preparation process, trade-offs in financing different policy objectives and demands were carefully examined and weighed against the limited resource envelope. The budget was eventually aligned to the key economic priorities as outlined in the National Treasury Budget Policy Statement as well as other key policy documents including Kenya Vision 2030, the County Integrated Development Plan (CIDP) 2023 – 2027, the Annual Development Plan 2023/2024, the County Fiscal Strategy Paper and the Governor’s Manifesto.
