Abstract/ Overview
One of the key stages in the County budget preparation cycle is the production of the County Fiscal Strategy Paper (CFSP). It sets out the county policy goals and strategic priorities that will be the basis for formulation of the County’s Financial Year 2022/2023 budget and the Medium-Term projections. This is an annual planning document that shows the various fiscal strategies that the County Government intends to employ to meet its overall objective of improving the livelihoods of its citizens. The County priorities and goals outlined herein is drawn from the County Integrated Development Plan as enunciated in the 2022/2023 Annual Development Plan with emphasis on investment in: roads and infrastructure, accessibility of water for livestock and domestic purposes, accessible health care, education, investor promotion and business confidence necessary to encourage investment, growth and employment creation. These priorities shall form the basis for formulation of FY 2021/2022 budget and the Medium Term. The paper therefore links county planning and policies to Budget which is the main objective of the Medium-Term Expenditure Framework. The policy outlined in this CFSP draws from the national development agenda as outlined in the Third Medium Term Plan (MTP III) of the Vision 2030 and targets to attain the Sustainable Development Goals (SDGs) of the United Nations. The policy supports investments in “The Big Four” Plan, that is: manufacturing for job creation; food and nutrition security; and Universal Health Coverage.
