dc.description.abstractThe 2022 County Budget Review and Outlook Paper (CBROP) provides a review of fiscal performance for the FY 2021/2022 and how this performance impacted fiscal objectives and responsibility principles spell out in the County Fiscal Strategy Paper (CFSP 2021) it gives details of achievement of revenue target, aggregate expenditures, updated macroeconomic and forecast, deviation from financial objectives in CFSP and proposals of those changes and need for automation of revenues system to boost capacity to collect more revenues within the borders of Turkana. This paper is a policy document linking planning with budgeting. It is substantial step in the budget making process within the Medium-Term Expenditure Framework (MTEF) because it gives a review of last year fiscal performance and identification of deviations from the budget in the context of supplementary budget. It also measures adherence to responsibility principles found in section 107 of the PFM Act 2012. Lastly, macroeconomic, and financial outlook provides forecast that will guide formulation of next budget and parameter of budget revision.en
