Abstract/ Overview
Elgeyo Marakwet County, having been established as one of the forty-seven counties when the current Constitution of Kenya (COK) was promulgated in 2010 and operationalised in March 2013, has realised considerable development progress. This progress was guided by the two County Integrated Development Plans (CIDPs), CIDP I (2013-2017) and CIDP II (2018-2022), which were implemented since the commencement of devolution and whose programs, projects, policies, and strategies have made substantial contributions to the delivery of devolution objectives. This progress has been equitable and impactful, as evidenced by the increase in life expectancy levels, reduction in poverty, and increase in Elgeyo Marakwet County’s share of the national Gross Domestic Product (GDP). CIDP II expires in June 2023 and the county will commence the implementation of CIDP III which will guide the county’s development for the next five years. As with its two predecessors, CIDP III outlines the county’s current development profile, linkages with national and international plans, a review of the accomplishments of previous plans, an analysis of development issues, prioritized sector programmes, prioritized flagship projects, implementation framework, resource mobilization strategies and a monitoring and evaluation framework. It is expected that this planning framework approach will create effective planning, coordinated development, budgeting, policy formulation, effective and efficient project implementation, and progress performance measurement, as mandated by the relevant legislations such as the Public Finance Management, Act 2012, County Government Act, 2012, Urban areas and Cities Act, 2012, among others.
