Abstract/ Overview
The Garissa County Budget review and Outlook Paper (CBROP 2022), marks the end CIDP two (CIDP 2018-2022) implementation framework .The document has been prepared pursuant to section 118 of the public finance management (PFM) Act 2012 which requires the county government to prepare a budget review and outlook paper each financial year, and Submit to the County executive committee by 30th September. The CBROP provides an analysis of the details of the actual fiscal performance of the county for the financial year 2021-2022 while comparing it with the budget appropriation for that year, the updated economic and financial forecasts with adequate information to show changes from projections outlined in the latest county fiscal strategy paper. Further, it set provisional ceilings for the coming financial and thereby permitting the department to prepare their budget proposal for the coming the next financial year. The CBROP being a key document that links up policy, planning and budgeting, will continue to play a critical role in the preparation of budgets and management of public resources in a devolved system and as such this paper will set out the broad fiscal parameters for the preparation next financial year’s budget.
