Meru County Fiscal Strategy Paper 2019

Abstract

The County Fiscal Strategy Paper, sets out county policy goals, the economic policies and strategic priorities that will be the basis for formulation of County’s Financial Year 2019/20 budget and the Medium Term. The Paper is prepared in accordance with the Public Finance Management Act 2012, section 117. This CFSP has reviewed the preceding year’s performances FY’s 2017/18 and 2018/19 and implications towards the county’s growth and development. This review has largely informed the planned spending priorities in line with the County Integrated Development Plan 2018-2022. By their very universal attribute SDGs, the Vision 2030, the Big 4 and the CIDP and ADP (Annual Development Plan, 2019), have been regarded in this process. The County priorities and goals outlined herein are based on the County Integrated Development Plan, the Annual Development Plan and the Governor’s Manifesto, with emphasis on investment in: Agriculture and food security, Infrastructure, accessibility of water, Tourism promotion and marketing, market infrastructure improvement, accessible health care, ECDE and Polytechnic support.
