Abstract/ Overview
This is the second Laikipia County Fiscal Strategy Paper which sets out the county's priority programmes to be implemented in the Financial Year 2015/16 as outlined in the County Integrated Development Plan and the Second Medium Term Plan of the Vision 2030. In addition it conforms to the direction of the 2015 Budget Policy Statement (BPS) at the national level as captured in the latter’s theme: “Enhancing Economic Transformation for a Shared Prosperity in Kenya”. More specifically, the CFSP recognises the challenges identified in the BPS and sets out measures to mitigate them. The County Government of Laikipia is committed to improved service delivery to the public. Key pillars in the CFSP include: water, road transport infrastructure, health services, trade and enterprise development, land based natural resource management, agriculture and livestock development, education, public administration systems, energy and tourism. These pillars are also reflected in the BPS through its five key pillars: Creating a conducive environment in the private sector; investing in agriculture transformation and food security; investing in first class infrastructure; access to quality social services; shared prosperity and furthering of devolution for better service delivery.
