dc.description.abstractThis County Budget Review and Outlook Paper (CBROP) is prepared in accordance with the Public Finance Management Act, 2012. It is the third CBROP to be prepared under the County Government. It presents the recent economic developments and actual fiscal performance of the FY 2014/2015 and makes comparisons to the budget appropriations for the same year. It further provides updated forecasts with sufficient information to show changes from the projections outlined in the latest County Fiscal Strategy Paper (CFSP), released in February 2015 as a requirement of the PFM Act. The Paper also provides an overview of how the actual performance of the FY 2014/2015 impact on compliance with the fiscal responsibility principles and the financial objectives as detailed in the 2015 CFSP. In this CBROP we are re-emphasizing the Government’s fiscal policy strategy, which focuses on maintaining a strong revenue effort and shifting composition of expenditure from recurrent to productive capital expenditures and optimally ensuring efficiency and effectiveness in the use of public resources. A strategy that recognizes the need to strike a balance between growth and fiscal sustainability, with emphasis on higher investments in agriculture, human capital and infrastructure development today for a stronger and more durable growth tomorrow.en_US
