Abstract/ Overview
This Sessional Paper on National Productivity Policy presents the paradigm shift required for productivity management in the country. It contains specific and targeted interventions, which when effectively implemented, would contribute considerably towards the achievement of the goals of Kenya Vision 2030 and the Kenya Constitution 2010. Some of the key proposals in the policy include the establishment of a National Productivity Council (NPC) to facilitate inter-sectoral coordination of policy and programmes initiatives of public and private sectors, and enactment and implementation of a Productivity Management Act to underpin all the productivity management efforts in the country. It is important to point out however, that developing and implementing a policy are two different things. Achieving sustainable change in national productivity and competitiveness envisioned in this policy document will invariably depend on the extent to which the policies are implemented. It goes without saying that effective implementation of this policy is hinged on support, active participation, and cooperation of everybody and all relevant institutions in the country. I therefore call for sobriety, creativity and innovative approaches in the process of achieving this noble vision
