Abstract/ Overview
The Building Maintenance Policy is a roadmap to be followed in addressing effective restoration, preservation, refurbishment, setting standards, training and deployment of manpower, financing, enacting appropriate legislations, capacity building to both owners and users and establishment of instructional framework. In so doing, the process has been inspired by the constitution of Kenya 2010, particularly articles 22, 42 and 43(b), Kenyan vision 2030, National Housing Policy 2004, Land and Environment Court Act, the Urban and Cities Act, draft National Housing Bill, draft Building Regulations, draft Building Surveyors Bill and Local Government Management Practice Manual number seven. The objectives of the Building Maintenance Policy are to:- Create awareness and build capacity of all Kenyans citizens on the importance of proper maintenance of buildings and related infrastructures, Guide on the establishment of efficient, effective and economic use of scarce maintenance resources, Establish legal, regulatory and institutional framework, Establish legal, regulatory and institutional framework, Guide on establishment of education and training framework for maintenance personnel at all levels, Guide on establishment of integrated management of built environment, Guide on the establishment of measurable and quantifiable maintenance standards, comply with constitutional, policy and legal requirement, Ensure health and safety and finally establish information management framework.
