dc.description.abstractThe Sessional Paper represents a commonwealth of experience from individuals’ technical experts, opinion leaders and the general public. It outlines the strategies, interventions and appropriate organisational structure required for effective implementation of programme activities and identifies those policy issues that need to be tackled to facilitate operations of the strategic plan. 'With this tool, the Government is now better placed to fulfil its obligations by showing the many actors the way forward. The Sessional Paper on AIDS is divided into five chapters. The first chapter describes the magnitude of the AIDS problem, Government response, major achievements, constraints and the objectives of the Sessional Paper on AIDS. The second chapter describes some of the major challenges posed by AIDS to the country's social and economic development. The third chapter on strategies and interventions provides direction to all implementing agencies on priority areas for programme development. Chapter four provides policy guidance on fundamental issues in AIDS control and prevention including the mitigation of social and economic impact. A description of appropriate institutional arrangements for implementation of multi-sectoral AIDS control programme in Kenya is described in chapter five.en_US
