    Abstract/Overview

    The Government's fundamental goal with respect to Wildlife is to optimize the returns from this resource, taking account of returns from other forms of land use. Returns include not only the economic gains from tourism and from consumptive uses of wildlife, but also intangibles such as the aesthetic, cultural, and scientific gains from conservation of habitats and the fauna within them. The Government's basic policy problems with respect to wildlife are, therefore, to: identify the best land uses (or combinations of uses) for specific areas of land, in terms of their long and short run benefits to people; to ensure implementation of those uses; and ensure a fair distribution of benefits of those uses.
