The object of this paper is to set out, for discussion and debate the main conclusions on educational policy which the Government has drawn from the report. It is also designed to indicate, in terms of policy, some of the steps which the Government has taken or will take to apply these conclusions. A number of the recommendations contained in the report can be implemented by the redeployment of existing resources. The consequences of accepting others have not yet been worked out in precise detail, particularly as regards their financial implications which must determine the scale and pace of their implementation, and such work will properly be reflected in annual estimates of recurrent and development expenditure.en
