Meru County Budget Review and Outlook Paper 2020

Abstract

The County Budget Review and Outlook Paper (CBROP) 2020 is prepared in line with the County Budget Operational Manual that stipulates its format, structure and contents. More importantly, the preparation has adhered to Section 118 of the Public Finance Management (PFM) Act 2012. CBROP 2020 is based on the Meru County Government’s development aspirations of “making Meru great”. It is informed by the presidential “BIG FOUR AGENDA”, Kenya Vision 2030, CIDP 2, County vision 2040 and the ADP 2020. On preparation of the FY 2021/22 budget, further efforts will be put in place to continue enhancing on own-source revenue generation through the growth of the productive sectors which will create the synergy for the growth of the County economy. The fiscal framework presented in this paper ensures sustainable financing while allowing continued spending on priority programmes. Achievement of the set objectives and call for greater transparency, effectiveness and efficiency in public financial management in order to ensure fiscal discipline. Focus will also be on enhancing efficiency in Budget implementation by prudent allocation of resources key sectors
