Samburu County Fiscal Strategy Paper 2019

Abstract

The Samburu County 2019 Fiscal Strategy Paper sets out the framework for the preparation of the 2019/2020 budget as required under Section 117 of the Public Finance Management Act, 2012. It articulates economic policies and structural reforms as well as sector-based expenditure programs that the County intends to implement in line with the Annual Development Plan 2019/2020 in realization of Samburu County Integrated Development Plan 2018-2022. The paper highlights the outcome of the previous financial year and also realigns itself to the broad national objectives as outlined by the national treasury in the Budget Policy Statement (BPS). It also contains vital information on: macroeconomic policy and plans; overall fiscal strategy, such as revenue projections; the overall resource envelope for the medium-term; overall priority interventions and proposed sectoral expenditure as outlined in the Medium term Expenditure Framework.
