The Mombasa District Development Plan is a document that outlines strategies for the rapid industrialization and sustained development of a district. It was prepared by the District Departmental Heads of various ministries, co-ordinated by the District Commissioner and assisted by the District Planning Unit. The Rural Planning Department of the Office of the Vice President and Ministry of Planning and National Development provided overall guidance and edited and published the plan. The plan is divided into three chapters, addressing the district's natural and human resource base, the major constraints to industrialization, and the priority projects and programs to be implemented by the District Development Committee (DDC) during the 1997-2001 plan period. The drafting of the plan was guided by national and sectoral policy documents.en
