Kitui County Budget Review and Outlook Paper 2022

Abstract

The Kitui County Budget Review and Outlook Paper 2022 was prepared by the County Government of Kitui in accordance with the Public Finance Management Act, 2012. The ninth of its kind, the paper provides a detailed analysis of the fiscal performance of the FY 2021/2022 and a projection of the 2022/23 FY, including a comparative analysis of budget appropriations. The paper highlights key economic developments for both the National and County Government and provides an updated Medium Term Expenditure Framework (MTEF) financial forecast. Additionally, the paper shows how the actual performance in the 2021/22 FY affected the County’s compliance with the fiscal responsibility principles and financial objectives as detailed in CFSP 2022. The outlook gives a clear comparison of own revenue generation, grants and loans, and equitable share from the national government and other development partners, hence giving appropriate recommendations on the changes in revenue.
