dc.description.abstract | The Discussion Paper No 284 of 2022 examines the policy, legal, and institutional framework of the film industry in Kenya, aiming to identify gaps and learn from the existing system. The analysis employs a value chain approach and highlights various challenges. The film industry heavily relies on skilled professionals, but in Kenya, it operates informally, posing difficulties in regulation and skill development. Weak coordination at the national and county levels leads to overlapping licensing systems. Limited data and information hinder policy research and analysis, while low awareness of intellectual property rights contributes to high piracy levels. Weak linkages within the industry's value chains and a focus primarily on creation and exhibition neglect other stages of film production. Recommendations to strengthen the film industry include enhancing human capacity through targeted education, improving coordination between national and county governments, implementing regulations to protect local filmmakers, streamlining licensing processes, promoting intellectual property rights, and reviewing policies and frameworks to encompass all aspects of film production. Coordinated public awareness campaigns on intellectual property rights are crucial, along with the formulation of national guidelines for digital film development to regulate online distribution and combat piracy | en |
