Mombasa City County Fiscal Strategy Paper 2023

Abstract

The fiscal strategy of the County Government of Mombasa for the year 2023/2024 is set out in this paper. The CFSP is prepared in accordance to PFM Act section 117 which states that, the County Treasury shall prepare and submit to the County Executive Committee the County Fiscal Strategy Paper (CFSP) for approval and then shall submit the approved Fiscal Strategy Paper to the County Assembly, by the 28th February of each year. The contents of the CFSP are largely informed by the PFM Act section 117(2) which provides for the aligning of the CFSP with the national objectives in the Budget Policy Statement. The fiscal framework is guided by various principles which are in line with the medium-term expenditure framework, the County Integrated Development Plan (CIDP) 2023-2027 which is aligned to the National Government’s development agenda of the Kenya Vision 2030, the Fourth Medium Term Plan (MTP IV) which will augment economic transformation by complimenting key programs under the Bottom–Up Economic Transformation Agenda geared towards economic turnaround and inclusive growth.
