dc.description.abstract | The Kisumu County Fiscal Strategy Paper FY 2023/2024, which is the first to be prepared under the 3rd County Integrated Development Plan (2023-2027), is based on the framework of BUILDING FOR THE FUTURE, setting out the Administration's priority programs, policies, and reforms to be implemented in the Medium-Term Expenditure Framework (MTEF). The 2023/2024 CFSP will prioritize the implementation of economic recovery strategies of the Administration to reposition the County's economy on a steady, inclusive and sustainable growth trajectory.
It is framed against a backdrop of national economic slowdown underpinned by elevated global inflation, the lingering effects of the COVID-19 pandemic, persistent supply chain disruptions, and the drought effects that have created urgency on food security and climate change effects. This urgency allows us to refocus investments on mitigation, adaptation, and firm resilience. The County has continued to record positive economic development due to improved infrastructure, a revitalized agricultural sector, and significant investments in other sectors, including health, education, and trade. | en |
