Circular on Guidelines for Preparation of the Third-Generation County Integrated Development Plans, 2023-2027

Abstract

The Constitution of Kenya ushered in a devolved system of government consisting of the national and county governments. The Constitution assigns exclusive and concurrent functions to the two levels of government as provided for in Article 186 and the Fourth Schedule. The National Government is assigned the national economic policy and planning as well as capacity building and technical assistance to the counties, among others functions. Various laws have been enacted to operationalize devolution, including: the County Governments Act, 2012; the Intergovernmental Relations Act, 2012; the Public Finance Management Act, 2012; and the Public Procurement and Asset Disposal Act, 2015. Also enacted are other relevant laws in the different sectors to support implementation and operationalization of devolution including the National Government Coordination Act, 2013.
