dc.description.abstractThe 2023 County Budget Review and Outlook Paper (CBROP) provides the fiscal performance for the FY 2022/23, the macro-economic projections and set sector ceilings for the FY 2024/25 and the Medium-Term Budget. The document also provides an overview of how the actual performance of the FY 2022/23 affected compliance in the fiscal responsibility principles and the financial objectives outlined in the PFM Act, 2012. The 2023 CBROP has been prepared at a time when the Government is implementing priority programmes, policies and reforms under the Bottom-Up Economic Transformation Agenda (BETA) aimed at economic turnaround and inclusive growth. Also, against the economy facing three major shocks, among them, the conflict between Russia and Ukraine that disrupted global trade leading to increased fuel, fertiliser and food prices; the lingering effects of the COVID-19 pandemic; and a severe drought witnessed in the region and most parts of the country associated with climate change which gravely impacted on food security.en
