dc.description.abstract | The Laikipia County Fiscal Strategy Paper (CFSP) for the year 2022 is a key policy document of the County Government of Laikipia indicating how the government will prioritize allocation of resources to finance programmes and projects as captured in the approved Annual Development Plan (ADP) 2022/23. The total resource envelope will comprise of the proposed allocations from equitable share and conditional grants as outlined in the 2022 Budget Policy Statement (BPS) issued by the Cabinet Secretary to the National Treasury and Planning and the County's Own Sources Revenue (OSR) The County Treasury continues to embrace fiscal responsibility in line with the Public Finance Management Act 2012 Section 107 and the Public Finance Management Regulations (county governments), 2015, Section 25. This will be accomplished inter alia by progressively bringing the personnel emoluments down towards the required 35% of County government's total revenue from 38.3 per cent, 42.1 per cent and 42.8 per cent for 2019/20, 2020/21 and 2021/22 respectively; reductions in the recurrent expenditure due to allocating more resources to development budget to above 30% and where the county recorded 37.3 per cent 39.6 per cent and 34.1 percent in the FY 2019/20, FY2020/21 and FY2021/22 respectively. | en |
