dc.description.abstract | This Plan, the Sixth since the attainment of political independence comes at a critical turning point in our approach to the management of the national economy. It is the first among three through which the long-term development objectives and strategies for the structural adjustment process contained in Sessional Paper No.1 of 1986 on Economic Management for Renewed Growth will be implemented. Structurally, this plan has ten chapters. The first chapter reviews historical performance since independence and describes the economic base from which the latter chapters will be launched. The second chapter develops the plan theme relating it to major policy statements of the past, reflecting their continuity and consistency. The third chapter lays down the major growth targets, while the fourth highlights the domestic and international financial constraints likely yo be encountered in their attainment.
