dc.description.abstractThe development objectives, strategies and policies to guide the national development effort over this plan period are outlined in Part I of the 1979-83 Development Plan. Part II provides data on development programme and projects which the Government will undertake during the plan period. Approximately K£l,371 million of development expenditure will be spent on the implementation of Central Government programmes and projects during this plan. A further K£2,148 million will be required in recurrent expenditure to meet the costs of both on-going and new development programmes and projects. The allocation of financial resources to the ministries and departments responsible for the formulation and implementation of the development programmes is shown in Table 1.1. The selection of projects and programmes in this document has taken into account two major factors. One is that, although Kenya has made considerable progress in development, there are still resource constraints, particularly financial constraints. The second factor is the existence of excess capacity in the economy which the country can hardly afford. The selection process has therefore given priority to the utilization of this excess capacity.en
