Kisii County Budget Review and Outlook Paper 2019/2020

Abstract

The County Budget Review and Outlook Paper (CBROP) 2020 is prepared in accordance with Section 118 of the Public Finance Management Act, 2012.This Paper details the actual fiscal performance in the financial year 2019/20 in comparison with the Budget appropriation for that year. The recent economic development and outlook therein also provides us with a basis to revise the 2020/2021 budget in the context of the supplementary estimates as well as setting the broad fiscal parameters for the next budget and the medium term. It further provides information on financial forecasts with sufficient information for the changes from the projections outlined in the County Fiscal Strategy Paper for financial year 2020/2021. In reviewing the County’s fiscal performance for the Financial Year 2019/20, this paper analyses the performance of the County own revenue in the period. This has been done by calculating the total revenue realized against the projected revenue for the same year. The paper has also highlighted the causes for revenue underperformance as well as County departments’ expenditures for the period under review.
