Abstract/ Overview
This financial year (FY) 2021/2022 budget is prepared under conditions of unprecedented hard economic times arising out of the negative effects of the Covid-19 pandemic. The country is facing the deadly third wave of the Covid-19 which has sparked gradual shutdown of the economic as key services sectors are grinding to a halt. The surging third wave of the Covid-19 pandemic has led to soaring deaths and infections and meltdown of the economy as institutions both public and private are slowly shutting. The economy is said to have grown 10 times slower since the first case of Covid -19 was reported in mid –March 2020 where restrictions and containment measures were imposed. This impacted negatively on the revenue collection efforts as businesses could no longer sustain themselves and growth was curtailed. In the final preparation of this budget, the County Allocation of Revenue Bill was passed with amendments to the county equitable share of revenue and the recurrent ceilings for the County Assembly. In this vein the new equitable share of revenue went down from Ksh 8,372,000,000 to Ksh 8,265,585,516 implying a reduction of Ksh106, 414,484. Therefore the new revenue envelope is projected at Ksh 9,719,141,513.
