Abstract/ Overview
This 2015 Kwale County Budget Review and Outlook Paper is the second to be tabled in the County Assembly since the new dispensation. It is prepared in consistent with the provisions of Section 118 of the Public Finance Management Act(PFMA),2012.The paper presents a review of the actual fiscal performance for the financial year 2014/2015 and the recent economic developments. It further provides updated macroeconomic and financial forecasts with sufficient information to show changes from the projections given in the latest County Fiscal Strategy Paper released in February 2015. As a county, we have implemented sound economic policies and a number of development programmes which have huge pay-offs. Arising from implementation of such programmes, our economy has grown with the evident number of growing economic activities. Programmes initiated in the Agricultural sector coupled with favourable rains have realized positive results in increased agricultural productivity and food security. Additionally, provision of essential quality services such as healthcare, education, water services and infrastructural development in roads and markets are beginning to show positive changes in the lives of our people.
